The first time I recall seeing Bill in action at NAVSEA was at the USS Kennedy Shock Test around 1984. I was a relatively new "Engineer in Training", and my assignment that hour was simply to observe Bill running the test. As he directed a complex multitude of team members through his radio, he readied to set off tens of thousands of explosive near a ship with thousands of people aboard - with an amazing calmness as if he was talking to you about the weather. I came to realize he was the glue that bonded much of the Navy ship shock "community" together - not just because of his expertise, but also his charm and sense of humor. I considered it a great priviledge to become a part of this community, and to meet interesting, colorful people like Bill. My thanks and sincere condolences to the family.

I sincerely offer my condolences to the family of Bill Forehand. I had the distinct privilege of working with Bill during two large shock tests in California and during his time with HI-TEST. He was greatly loved by all who knew him and he will be greatly missed. He was kind and gentle and very knowledgeable. He also possessed a keen sense of humor. I am honored to say he was my friend.
